UK act of Parliament 1911, introduced by
Lloyd George, Liberal chancellor, which first
provided insurance for workers against ill
health and unemployment. Part I of the act
introduced compulsory health insurance for
all manual workers aged between 16 and 70 and
nonmanual workers with incomes below 50 a
year who did not claim exemption. Part II of
the act provided insurance against
unemployment for 2 million workers but
excluded domestic servants, agricultural
workers, and nonmanual workers exempt from
Part I. The schemes were contributory, with
employer, employee, and the state making
regular contributions. The act provided for
medical assistance and maternity benefits and
supplemented recently introduced welfare
provisions for disabilities and pensions.
